Job Description / Responsibility
- 1. Land Development & Site Development
- Plan, supervise and monitor all civil engineering activities related to land development projects.
- Oversee land filling, earthwork, soil improvement, compaction, grading, leveling and site preparation works.
- Review existing site conditions, soil characteristics, topographical information and development requirements.
- Ensure proper execution of roads, embankments, retaining structures, drainage systems, culverts and other infrastructure works.
- Monitor development of residential, commercial and mixed-use project sites in accordance with approved master plans and development layouts.
- Ensure proper setting-out, levels, alignment and dimensions of all land development works.
- 2. Engineering Design & Technical Review
- Review and approve, within delegated authority, engineering drawings, design calculations, specifications, BOQs and technical proposals.
- Coordinate with consultants, architects, surveyors, contractors and other technical professionals.
- Examine technical feasibility of proposed land development and infrastructure works.
- Review soil investigation, geotechnical reports, hydrological information and other technical studies.
- Provide technical recommendations regarding construction methodology, materials, equipment and resource requirements.
- Identify technical risks and recommend appropriate corrective and preventive measures.
- 3. Project Planning & Execution
- Prepare and review project implementation plans, work schedules and engineering programs.
- Monitor project progress against approved time schedules, cost estimates and quality requirements.
- Coordinate with Project Management, Procurement, Finance, Land, Legal, Utility and other concerned departments.
- Ensure timely mobilization of contractors, consultants, equipment, manpower and construction materials.
- Conduct regular site inspections and progress review meetings.
- Take necessary measures to resolve technical difficulties and construction-related issues.
- 4. BOQ, Cost & Budget Control
- Review estimates, BOQs, rate analysis, tender documents and technical specifications.
- Verify quantities of executed works and recommend certification of contractor bills based on actual measurement and satisfactory completion.
- Monitor project costs and identify opportunities for cost optimization without compromising quality.
- Review variation proposals, additional works and claims from contractors and provide technical recommendations.
- Assist Management in preparation of annual and project-wise engineering budgets.
- 5. Quality Assurance & Quality Control
- Establish and maintain appropriate quality standards for all civil and land development works.
- Ensure that construction materials and workmanship comply with approved specifications and applicable standards.
- Monitor laboratory tests, field tests, compaction tests, concrete tests and other quality-control procedures as applicable.
- Ensure rectification of defective or substandard works.
- Maintain proper records of inspections, testing, measurements and quality-control activities.
- 6. Contractor & Consultant Management
- Supervise and evaluate the performance of civil contractors, subcontractors and consultants.
- Participate in technical evaluation of contractors and consultants during procurement and tender processes.
- Ensure contractors comply with approved drawings, specifications, work programmes and contractual obligations.
- Review contractors' work methods, resource plans and construction schedules.
- Take necessary action against delays, defective works, non-compliance and contractual deviations in coordination with Management and concerned departments.
- 7. Survey, Measurement & Land Levels
- Supervise land surveying, topographical surveys, boundary verification and site level surveys.
- Ensure proper establishment and maintenance of benchmarks and reference levels.
- Review earthwork quantities and cut-and-fill calculations.
- Ensure accurate measurement and documentation of land filling and development works.
- Coordinate with survey teams to ensure consistency between approved layouts and actual site conditions.
- 8. Infrastructure & Utility Coordination
- Coordinate requirements for roads, drainage, water supply, sewerage, electricity, gas, telecommunications and other utility infrastructure.
- Ensure proper integration of utility services with the overall land development master plan.
- Coordinate with relevant government authorities, utility agencies and service providers where required.
- Review utility-related works and ensure proper execution and commissioning.
Educational Requirements
- Bachelor of Science (BSc) in Civil Engineering
- BUET. DUET, RUET, CUET & KUET will get preference
Experience Requirements
- 15 to 20 years
- The applicants should have experience in the following business area(s): Real Estate
Additional Job Requirements
- Age At least 50 years
- Only Male
- 15–20 years of relevant professional experience for Chief Engineer and 12–18 years for Additional Chief Engineer.
- Additional qualifications in Project Management, Construction Management, Geotechnical Engineering or related fields shall be considered an advantage.
- Strong knowledge of land development and civil engineering practices.
- Expertise in earthwork, soil improvement, land filling, grading and compaction.
- Strong knowledge of roads, drainage, culverts and infrastructure development.
- Ability to interpret engineering drawings, survey data, BOQs and technical specifications.
- Strong project planning, monitoring and cost-control skills.
- Excellent contractor and consultant management capability.
- Strong leadership, decision-making and problem-solving skills.
- Ability to work under pressure and meet project deadlines.
- Strong communication, coordination and reporting skills.
- Proficiency in AutoCAD, MS Office and relevant engineering/project management software.
- High degree of integrity, accountability and professional responsibility.
- Timely completion of land development activities.
- Compliance with approved project budget and cost-control measures.
- Quality and durability of completed civil works.
- Accuracy of land filling, earthwork and quantity measurements.
- Reduction of rework, defects and construction losses.
