Job Description / Responsibility
- Position: Programme Officer – Dispute Resolution Wing
- Organization: Workers Resource Centre (WRC)
- Location: Uttara, Dhaka.
- Duration: One year with possibility of renewal
- Reporting to: Manager, Workers Resource Centre.
- Terms of Employment: Full-time position based at the WRC with occasional travel as required.
- Background
- The Workers Resource Centre (WRC) is a joint platform between two leading worker organizations – the National Coordination Committee for Workers Education (NCCWE) and the IndustriALL Bangladesh Council (IBC). It aims to build the capacity of trade unions in the Bangladesh Ready Made Garment (RMG) sector, helping them operate more effectively and offer better services to their members. The WRC provides various services including advocacy, awareness raising and capacity building on workers’ rights, dispute resolution, grievance handling, negotiation and collective bargaining.
- ”The initiative is supported by International Labour Organization, and places noteworthy attention on developing the labour market institutions, particularly institutions dealing with grievance handling, dispute settlement and resolution. One of the Project’s outputs calls for the for improvement in the process and outcomes of dispute resolution.
- The Dispute Resolution Wing at Workers Resource Centre will enhance access to justice for workers organisation. The Wing will provide training and education programs to paralegals and federation leaders on conflict resolution techniques, labour law, and understanding rights and responsibilities in the workplace, as well as offer legal assistance and representation to workers and workers organisation involved in disputes with employers. The Dispute Resolution Wing will serve as the depository for data and case management.
- The Programme Officer will be responsible for managing the Dispute Resolution Wing of the WRC. This includes ensuring smooth functioning of the dispute resolution wing by overseeing the Digital case management system and coordinating paralegal training, as well as liaison between panel lawyers, paralegals and workers.
- Key Responsibilities:
- Management of Dispute Resolution Wing:
- Oversee the day-to-day operations of the Dispute Resolution Wing, ensuring timely and effective resolution and follow-up of cases by paralegals and lawyers.
- Develop and implement standardised protocols and practices for dispute resolution wing to ensure transparency and efficiency.
- Coordination and Liaison:
- To act as the focal point between the WRC Board of Trustee, legal practitioners, trade unions, and other stakeholders involved in dispute resolution.
- Liaise with government agencies, legal aid organizations, labour court and other labour offices to ensure compliance with labour laws and policies.
- Strengthen partnerships and networking to enhance the support available for workers’ dispute resolution.
- Training and Capacity Building:
- Organize and oversee the delivery of paralegal training sessions to ensure they are well-equipped to handle labor disputes.
- Manage and oversee the implementation of the case management system (CMS) for dispute resolution.
- Ensure accurate and up-to-date data entry, monitoring, and reporting through the CMS.
- Provide regular updates to management on case status and key performance indicators (KPIs).
- Documentation and Reporting:
- Prepare detailed and timely reports on dispute resolution activities, paralegal training outcomes, and CMS performance.
- Document success stories, lessons learned, and challenges for continuous improvement.
- Ensure all activities align with the WRC’s strategic goals and comply with donor requirements.
- Perform any other duties as assigned by the management to support the Centre’s mission.
Educational Requirements
- Bachelor of Law (LLB), Bachelor of Social Science (BSS) in social sciences, Bachelor of Social Science (BSS) in conflict resolution, Master of Law (LLM)
- Education: Bachelor’s degree in law, social sciences, conflict resolution, or a related field. A master’s degree or legal qualification is highly desirable.

- Experience:
- At least 3–5 years of experience in dispute resolution, legal case management, or program management.
- Experience with case management systems and paralegal training is a strong advantage.
- In-depth knowledge of labour laws, mediation processes and dispute resolution mechanisms is an added advantage.
- Key Competencies
- Commitment to workers’ rights and access to justice.
- Knowledge of the labour justice system.
- Proficiency in managing digital tools for case tracking and data analysis.
- Strong organizational, communication, and interpersonal skills.
- Maintain confidentiality and ethical standards in managing sensitive case information.
