ARC is an equal opportunity employer and is currently looking for competent person to fill the positionof Liaison and Admin Officer based in Dhaka, Bangladesh. It is a senior level position.
Job Summary
Reporting to the Country Director (reporting line will be changed later on), the Liaison and Admin Officer will be responsible for ensuring government liaison matters with relevant ministries (NGO affairs related), security agencies, NGO Affairs Bureau and immigration department. The Liaison and Admin Officer will also be responsible for ensuringthe procurement and admin related tasks as well as working closely with other departments to ensure effective communication and coordination.
Job Title: Liaison and Admin Officer
MAJOR AREAS OF ACCOUNTABILITY
Legal Function:
1. Work closely with the NGO Affairs Bureau concerning registration and all project approval related issues.
2. Work closely with the different Ministries (NGO related), National Security Intelligence (NSI) and Special Branch (SB) especially for INGO registration.
3. Oversee in-country visa, work permit, and related issues through closely working with the NGO Affairs Bureau and Govt. agencies and immigration department
4. Handle the issues of foreign visitors in the areas of letter of invitation, submitting letter to relevant consulate /embassy, approving of Visa on Arrival from the Govt. department, and other relevant tasks
Logistics Function:
1. Procurement management and support to ensure that there is no disruption in the support necessary for ongoing program activities as well as operational requirements
2. Ensure that all procurement is done according to ARC guidelines (and donor requirements where necessary)
3. Ensure items are procured and prepare all relevant documents including reporting of procurement including tender, quotation paper, work order, procurement-meeting minutes following policy/guideline in a timely fashion
4. Support project management in all adminstraion and operation related tasks as instructed by management.
5. Prepare payment to the vendors with proper approval from management.
6. Ensure regular checking of vehicles log book and preparation of bills on use of vehicle where necessary.
7. Maintain and update assets register regularly.
Administration Function:
1. Provide office services by implementing administrative systems, procedures, and policies
2. Ensure that all administrative requirements and documentation are updated and respected (ARC registration, taxes, expatriate and office housing contracts, etc.)
3. Ensure internet and phone facilities at the office
4. Assist in booking venues in convenient places/locations for organizing meeting, workshops and conferences.
5. Assist in arranging hotel accommodations and transportation for local as well as expats
6. Assist in buying travel tickets including air tickets as required.
Representation:
1. Establish a good rapport with local and national level government authorities including NGO Affairs Bureau, labor, customs, immigration, and other officials to ensure that ARC directives/ projects conform to local laws and customs
2. Establish good rapport with other INGO’s and humanitarian actors
3. Attend all meetings organized by the government regarding legal issues
Academic Qualifications and Experience Required:
Essential
1. Master’s degree from any recognized University
2. Minimum 3- years’ experience on job related issues with the government and INGOs
3. Work experience with the NGO Affairs Bureau, NSI, SB and Immigration department is a must
4. Experience in guiding and influencing teams of senior professional staff.
5. Highly developed organizational, liaison and communication skills
6. Excellent cross-cultural communication skills
7. Excellent interpersonal and communication skills
8. Strong computer and internet skills
9. Proficiency in speaking and writing English
10. Self-directed and have team spirit
Desirable
11. Demonstrated ability and flexibility to adapt to changing requirements.
12. Willingness to work for long hours/ weekend as it may require
13. Strong problem-solving, analytical and decision-making skills
Assignment: One year (renewable after one year)
