Job Responsibilities: |
Duties and Responsibilities
Under the overall guidance and supervision of the Head of Finance and Admin and the Project Coordinator, the Finance and Finance Officer is responsible for ensuring the highest efficiency in financial resources management and the provision of accurate, thoroughly researched and documented financial information, effective delivery of financial services, transparent utilization of financial resources and management of the project. S/he analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues.
Summary of key functions:
- Effective and accurate financial resources management and oversight;
- Advises on implementation of financial strategies and procedures;
- Advises on Projects’ budgets management;
- Control of cash management related to the project
- Facilitation of knowledge building and sharing focused on efficiency in management and prevention of fraud
- Asset management, General Administation and HR support
Ensure effective and accurate financial resources management and oversight, focusing on achievement of the following results:
- Financial analysis and oversight for all resources managed by the project
- Proper planning, expenditure tracking and audit of financial resources, including extra-budgetary income in accordance with UP rules and regulations;
- Oversight of project cash management process, including liquidity management, risk assessment, bank relationship management; timely accounting and reconciliation of all transactions, security for cash assets on sight;
- Monitoring of financial exception reports for unusual activities transactions, and investigations of anomalies or unusual transactions.
Ensure implementation of financial strategies and procedures focusing on achievement of the following results:
- Full compliance of financial activities, financial recording/reporting system and audit complying with UP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system;
- Project business processes mapping and elaboration/establishment of internal standard operating procedures in the Finance system
- Continuous analysis and monitoring of the financial situation, presentation of forecasts;
- Implementation of cost saving and reduction strategies.
- Management of all financial resources through planning, guiding , monitoring, and controlling of the resources in accordance with UP rules and regulations;
- Oversight of preparation and monitoring of project’s budget;
- Regular analysis and reporting on the budget approvals and the delivery situation of project;
- Elaboration of proper mechanisms to eliminate deficiencies in budget management;
- Collection of information on internal and external clients’ satisfaction and needs in order to develop improvements to services;
- Submission of financial reports to donors on a timely and quality basis.
Ensure proper control of the accounts focusing on achievements of the following:
- Elaboration of internal expenditures’ control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted; payrolls are duly prepared, monthly payment orders, travel claims and other entitlements are duly processed;
- Ensure proper account management, focusing on achievement of the following results:
- Timely review of cash position to ensure sufficient funds on hand for utilization in project activities;
- Primary contact with local bank management on routine financial matters;
- Synthesis of lessons learned and best practices in Finance;
- Other: Perform other tasks/duties that may be required upon by the supervisor.
Asset Management, Administration and HR Support
- Asset management
- Ensure that all project related administrative support services are implemented/delivered in an efficient and timely manner.
- Act as project focal point for security, administrative and logistical functions.
- Provide timely coordination and logistical support in relation to the project.
- Undertake actions related to the administration of the unit’s human resource activities,
- Provide information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.

Academic Qualifications: |
- Bachelor degree in Commerce or Business Studies or Business Administration
|
Experience Required: |
- Minimum 3 years of relevant experience in NGO or donor fund management;
|
Additional Job Requirements:
- Skills in Microsoft Office 365, Cloud based conference platforms
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems;
- Relevant experience in field financial management in challenging environments;
- Experience in donor funded project.
- Experience in CHT is preferred.
