Job Description / Responsibility
- Project-specific Responsibilities:
- Gather and communicate donor rules and regulations to assigned partner organizations;
- Liaise with partners to resolve compliance issues using problem-solving skills and implement corrective actions in line with donor expectations;
- Provide comprehensive support to partners’ programs and accounts, focusing on daily project operations, grants management, and compliance;
- Assist the Senior Finance and Accounts Officer with financial and grants management, including amendments by coordinating internal reviews and approvals;
- Collaborate closely with assigned partners’ offices on daily financial operations, procurement, accounting, and administrative/logistics issues to ensure compliance with CDD, LF, government, and organizational policies/procedures;
- Support partner organizations in facilitating internal, external, and donor audits;
- Assist in financial planning, budget monitoring, and ensuring the accuracy of financial information for the project;
- Help partners with month-end closing, financial reporting, timely VAT and tax deposition, and ensuring error-free reporting;
- Ensure proper documentation of financial, administrative, and procurement-related matters for partner organizations;
- Provide on-the-job training/orientation to partner staff as needed;
- Assist the Senior Finance and Accounts Officer in designing and implementing donor compliance and financial management training or other planned training sessions;
- Support the orientation of newly recruited partner staff on program guidelines, budgets, and compliance requirements;
- Work closely with partners’ program, finance, and operations staff to provide support;
- Coordinate with LF supported project staff based in CDD HQ;
- Review partner activity plans and monthly reports, ensuring alignment with project goals;
- Support partners in preparing and submitting fund requests and expense reports in a timely manner;
- Review fund requests and activity plans, ensuring accuracy and maintaining a fund tracking system;
- Support timely fund disbursement to partners and oversee expense liquidation;
- Visit partner NGO offices to verify bills, documents, and the appropriate booking of expenses;
- Provide input on projection reports, budgets, and monitoring for both CDD and partners;
- Assist the Senior Finance and Accounts Officer with all financial tasks as needed;
- Carry out any assigned tasks within specified deadlines, as directed by the Senior Finance and Accounts Officer and the Head of Finance & Accounts.
- Safeguarding Responsibilities:
- Adhere to CDD's Children and Adults at Risk Safeguarding policy, ensuring the safety and well-being of all project participants;
- Promote a safe and secure environment for all participants and stakeholders of the project;
- Report any safeguarding concerns promptly and follow the designated reporting procedures.
- Additional Responsibilities:
- Perform any other responsibility/ special duty delegated by project and CDD management.

- CDD is accepting application for the position of ‘Finance Officer’ under a project named ‘The Meaningful Participation and Inclusion of Children and Youths with Disabilities in All Domains of CBR (MaPInCBR)’ to be implemented with the support of Liliane Foundation (LF). The duration of the project is till 31st December 2029.
