Job Description / Responsibility

  • Swisscontact is inviting applications from qualified candidates for the position of Manager-Program Implementation for SMILE Project implemented by Swisscontact.
  • We are seeking a hardworking, innovative, and forward-thinking Manager–Program Implementation to support the Team Leader in all aspects of program implementation and contribute to overall program management includes identifying service providers and local vendors, finalizing service contracts, monitoring field operations, building the capacity of service providers, and overseeing their activities. Additional responsibilities includeensuring stakeholder engagement, tracking spending, and ensuring effective implementation of program activities. The Manager will also provide strategic direction and leadership to service providers and the project The Manager will also provide strategic direction and leadership to service providers and the project team, maintain internal and external communications with project collaborators, implementing agencies, and service providers, and assist in executing the communications strategy. The role involves leading innovation opportunities and contributing to the continuous improvement of the program.
  • Place of work: Dhaka, Bangladesh with extensive visits to the project field locations in Sylhet region.
  • Reports to: Team Leader
  • Major Tasks:
  • Support the Team Leader in all aspects of program implementation and contribute to the overall program management as a key member of the team.
  • Lead strategic thinking and planning, strategy development, deal making and partnership management.
  • Provide strategic direction and support to ensure project’s goals are met through appropriate intervention
  • Lead in developing the content of seminars, knowledge sharing events and workshops.
  • Maintain liaison with key program stakeholders (donor, government agencies, etc.) as per the direction of the Team leader.
  • Contribute to developing concept notes, terms of reference (ToR), memoranda of understanding (MoUs), and overseeing the selection and contracting of service providers and consultants as required.
  • Establish and maintain connections with District Commissioner (DC) and UNO offices, actively engage in monthly meetings. Facilitate the process of obtaining clearances from the DC and UNO offices.
  • Offer guidance to service providers for implementing field-level interventions in education, skills development, health, cooperative governance, environmental initiatives, community safety, and technological innovations within the specified location.
  • Network with stakeholders, including the Department of Environment, Forest Department, Department of Inspection for Factories and Establishments (DIFE), Upazila and District Health Departments, Upazila and District Education Offices, City Corporations, and local administrations such as Union and Upazila Parishads.
  • Established and maintained relationships with local communities.
  • Establishing and nurturing relationships with pertinent government offices, institutions, community leaders, local NGOs, INGOs.
  • Establish relationships with industries to foster partnerships aimed at providing apprenticeship training/ Workplace-Based Training (WBT), and employment opportunities for local youth.
  • Identify local vendors for delivering need-based services to the communities.
  • Make regular field visits to monitor project implementation activities and meet with project partners and beneficiaries.
  • Facilitate the establishment of a rehabilitation center and a diabetic center.
  • Support the MRM and Communication focal to monitor and track the progress/achievement of program interventions.
  • Support the Team Leader on the application and operationalisation of the following guidelines to support risk identification and management process:
  • MRM Guidelines
  • Communications Strategy
  • Assist the team in developing logical framework, Result Chain, MRM, and communication guidelines.
  • Guide the team in preparing knowledge documents, case study, story booklet.
  • Ensure that service providers entry data into SMILE project database timely and accurately.
  • Support the team leader in preparing bi-annual and annual project progress reports.
  • Support the Team Leader to ensure a workplace free of any types of discrimination and identity-based violence.

Educational Requirements
  • At least a master’s in economics/business/development studies/social science or technical degree relevant to the position.
Experience Requirements
  • At least 10 years

  • Technical
  • At least a master’s in economics/business/development studies/social science or technical degree relevant to the position.
  • At least 10 years relevant and progressive professional experience managing education/skills development/health/cooperatives governance/environment and others relevant interventions preferably in INGOs/NGOs.
  • Good verbal and written communication skills in English and Bengali.
  • Good computer literacy in MS Office programs (specifically Word, Excel, PowerPoint, and Outlook).
  • Demonstrates openness to change and ability to manage complexities.
  • Works with trustworthiness and integrity and is committed to Swisscontact's core values.
  • Demonstrates awareness and sensitivity to gender and diversity.
  • Project Management:
  • Prior experience in managing multiple partners.
  • Must have good organisational skills and ability to multitask effectively under pressure.

  • Ability to build strong relationships and communicate clearly with project partners, beneficiaries, other target groups and all relevant internal and external stakeholders.
