Job Description / Responsibility
- Tender Identification and Analysis: Monitor tender opportunities in the e-GP system, newspapers, and donor project announcements (e.g., LGED, JICA, World Bank).
- Analyze tender documents (RFPs, RFQs, EOIs) to assess technical and financial feasibility.
- Knowledge about different types of tendering methods in Bangladesh such as OTM, LTM, TST, DPM, EGP etc.
- Proposal Preparation: Draft and compile tender proposals, including technical documentation, project plans, and financial bids.
- Customize proposals to align with government and donor-specific guidelines like PPR 2008 (Public Procurement Rules).
- Ensure compliance with tender requirements and Bangladesh Public Procurement Rules (PPR).
- Develop competitive strategies to enhance winning chances.
- Compliance and Documentation: Ensure alignment with legal, regulatory, and project-specific requirements.
- Assist with e-GP registration and online bidding processes.
- Relationship Management: Act as a liaison between clients and government officials or agencies like LGED, JICA, and others.
- Build and maintain relationships with relevant procurement entities.
- Bid Submission: Manage online submissions through the National e-Government Procurement System (e-GP). Handle manual submissions if applicable, ensuring deadlines are met.
- Liaison and Coordination: Communicate with stakeholders, including procurement officials, technical experts, and legal advisors. Liaise with government agencies like LGED and donor organizations for clarification and updates.
- Post-Tender Activities: Follow up on tender evaluations and results. Facilitate contract signing and ensure compliance during the project execution phase.
- Market Research and Strategy: Conduct market research to understand competition and pricing trends. Develop strategies to increase the organization’s chances of winning bids.
- Risk Management: Identify potential risks in tender participation and propose mitigation strategies.
- Address legal and financial disputes that may arise during the tender process.
Educational Requirements
- Bachelor in Engineering (BEngg), Master of Business Administration (MBA), Bachelor of Law (Pass)
