Job Description / Responsibility
  • Job Responsibilities at Partners Level:
  • Represent HEKS/EPER as primary liaison between HOB and PNGO in relation to the programme/project (s) supported by HEKS.
  • Coordinate with the technical and advisory team at HOB to ensure that, PNGO team is receiving timely guidance and input on programmatic issues.
  • Represent HOB as and when necessary, before the government, the public and other international and regional and local organisations, and networks especially in the HEKS supported programme/project areas of the PNGO.
  • Ensure strong coordination with government administration and local government authorities at PNGO implemented HEKS supported project locations.
  • Assist PNGO in ensuring proper planning (APO/YPO), quality implementation of HEKS supported programme/project in time.
  • Periodically visit project locations, capture project participants project and partner related feedback and provide technical assistance to PNGO staff team in quality implementation of programme/project activities at every stage.
  • Promote HEKS/EPER’s values, strategy, approaches, and concepts during implementation of the project at PNGO.
  • In coordination with HEKS/EPER’s country level MEL Coordinator, track and monitor the programme/project’s progress as per the approved M&E plan.
  • Assist in Preparation of quarterly, semi-annual, annual, back donor and other required reports of HEKS supported programme/project(s) and ensure timely submission of the same to the counterparts at HOB, HHQ and others as required.
  • Identify capacity development needs at partner level, highlight those at HoB level and arrange/organize capacity building assistance on the same for PNGO staff.
  • Identify and develop possible areas for partnership/linkage/networking with local civil society, networks, CBOs to promote inclusion which could potentially be supportive for HEKS supported Programme/project implementation and share with the HEKS/EPER Country office management.
  • Ensure that guidelines and compliances of Bangladesh government, HEKS/EPER (PCM, FCRM, FFAG, safeguarding, SEAH, Gender, Security, etc.) and other relevant donor are strictly followed by the PNGO in HEKS supported programme/project(s).
  • Conduct monitoring visits to PNGO’s HEKS supported programme/project(s) and document lessons, key results and share the same with partners as recognition and for acceleration. Also share monitoring findings/observations with HOB management.
  • Ensure submission of HEKS supported programme/project(s) report and participation in the Upazila and district level NGO coordination meeting at respective UNO and DC’s office.
  • Job Responsibilities at HEKS Office Level:
  • Facilitate the preparation of AOP/YPO, annual and phase budget by PNGO in consultation with the direct supervisor.
  • Reviewing partners progress and financial report, provide feedback with necessary support on the same.
  • Review partners’ cash call/fund request in accordance with the YPO, coordinate with finance department for fund disbursement to partner through proper channel.
  • Monitor partners expenditure in comparison with the approved budget to ensure that partners are spending in line with the agreed/approved budget.
  • Follow up where necessary in case budget variations are not within an acceptable range.
  • Regular coordination with HOB technical advisory ensuring necessary technical support to partner NGO (s/he is responsible for).
  • Share partners progress and update status to relevant team members.
  • Administration and Programme Responsibilities:
  • Properly preserve PNGO’s approved Predocs as ready document for different purpose.
  • Maintain record keeping and proper documentation of responsible PNGO correspondences.
  • Ensure proper use and maintenance of equipment (like computer etc.) and office provided other materials, bring in the attention of HOB management in case of any problems.
  • The employee may be asked to perform duties and tasks not covered in this job description within the remit of their expertise as well as to provide support to other areas when necessary.

Educational Requirements
  • Master of Social Science (MSS)
Experience Requirements
  • 5 to 7 years
  • The applicants should have experience in the following business area(s):
  • NGO, Development Agency

Additional Job Requirements
  • At least 5-7 years of relevant job experience in national or international (preferred) development organizations
  • Prior working experience with Dalit, ethnic and marginalized communities of Bangladesh will be considered as added qualification.
  • Experience in managing Partner NGO, provide programmatic and capacity building support to partner NGO staff team.
  • Experience in coordination with various external and internal stakeholders including partners and other local, national, and international entities.
  • Adequate experience in planning, budgeting and programme monitoring and reporting is highly required.
  • Having financial management related concept, knowledge on various policy, compliances (government, donor, and others)
  • Excellent analytical and conceptual skills.
  • Good communication skills and conversational command of English (spoken and written).
  • Ability to work in complex environments and to ensure that deadlines are met to internal and external stakeholders (good prioritisation and time management skills).
  • Ability to ensure that internal and external stakeholders understand and duly follow HEKS’s procedures and guidelines.
  • Having excellent computer skills on MS word, Excel, Power Point and internet browsing12. Excellent team player and social capabilities.
  • Good knowledge of relevant local culture, custom and practice.
  • Available for frequent field travel to local and national travel.
  • Professional, cooperative, efficient, and effective working attitude
  • Demonstrated ability and basic M&E knowledge.
